To be eligible for Board service, an individual must be a full-time resident of the District and maintain their primary domicile within its boundaries. Primary domicile may be evidenced by factors including, but not limited to, voter registration, driver's license address, tax filings, and length of physical presence. Secondary or vacation residences do not qualify.
